Satellite television providers insist that their customers have descramblers in order to watch satellite television. It is this equipment that prevents signals being intercepted by unauthorized users - it is very hard for digital signals to be intercepted in this way, but when received by valid customers these signals need to be descrambled into something that can be presented through the television set.
